Emergency Protocols: The Humanitarian Work of Cáritas Cuba in Response to Hurricane Ian

In September 2022, Category 5 Hurricane Ian impacted the Caribbean Sea, leaving in its wake a trail of devastation in Cuba and the southeastern United States. In Cuba, the provinces of Pinar del Río and Artemisa, along with the special municipality of Isla de la Juventud, suffered serious damage. Caritas, committed to the humanitarian vision of the Church, responded immediately to this crisis.

In an emergency of such magnitude, it is essential to have effective emergency protocols. Caritas shares a deep commitment to humanitarian values, which serve as a solid foundation for coordinating critical responses in critical moments like this. The work of Cáritas Cuba after Ian was crucial to addressing the most urgent needs of the affected communities.

Hurricane Ian left a desolate panorama in its wake. In Pinar del Río, around 50% of the homes were partially or completely affected. The island was left completely without electricity, increasing the vulnerability of those who were already suffering from the prolonged crisis in the country.

Cáritas Cuba, coordinating with its dioceses and international partners, deployed a comprehensive humanitarian response. Hygiene kits, including adult diapers and feminine products, were provided, as well as food and shelter assistance. More than 14,000 people directly benefited from these interventions, which not only addressed immediate needs, but were also projected for the long term, especially considering older adults and people with disabilities.

It is essential to highlight the role of Cáritas Cuba in this emergency. This was the first time they coordinated a humanitarian response with multiple international partners under the Caritas Internationalis EA (emergency appeal) mechanism. Although limited to two dioceses, this experience has been valuable learning and a pilot for future emergencies.

The success of this emergency action, despite the inherent challenges and delays, reflects the commitment and response capacity of Cáritas Cuba. The effective implementation of the EA27/2022 program has set an important precedent in its humanitarian work, demonstrating the ability to adapt and the willingness to learn and improve in future emergencies.

In summary, in crisis situations such as that caused by Hurricane Ian, emergency protocols are essential to effectively channel humanitarian aid. Caritas Cuba, with its commitment and capacity, has demonstrated the value of responding quickly and effectively, bringing hope and relief to the most affected communities.
