Intervention of Cáritas Latin America and the Caribbean in the Third Thematic Consultation of the Cartagena+40 Process

Today, June 20, International Refugee Day, Víctor Genina, Advocacy Coordinator of the Secretariat of Cáritas Latin America and the Caribbean (SELACC), represented the Clamor Network at the Third Thematic Consultation of the Cartagena+40 Process on forced displacement and refugees, held in Bogotá.

During his intervention in the segment of regional and subregional mechanisms that address displacement due to climate change and disasters, the Dr. Genina stressed the importance of avoiding dispersion, fragmentation and duplication in the work of the different regional and subregional mechanisms. To this end, he highlighted the need to align their work plans with the Chilean Action Plan, which will be adopted next December.

Likewise, he raised the importance of developing result indicators to monitor the implementation of the Action Plan and to guarantee the substantive participation of all relevant actors, especially displaced people, civil society organizations and academia.

Finally, he called for adopting a human rights approach and including displaced people who cross borders due to to climate change and disasters under the category of refugees. In this context, he insisted that the principle of non-refoulement must be fully respected.
