The Latin American and Caribbean Secretariat of Cáritas (SELACC) presents its Strategy, Results and Resonances Report of the participation of Cáritas LAC in COP 30, held in Belém do Pará, Brazil, between November 10 and 21, 2025. This document systematizes a 15-month process of preparation, since the last quarter of 2024, which strengthened the participation of Cáritas to the unified ecclesial voice of the Global South in the face of the socio-environmental crisis. This path was taken under the leadership of Cáritas Internationalis and with the outstanding support of the Catholic Agency for Overseas Development (CAFOD).

The Cáritas LAC delegation, made up of representatives from Brazil, Chile, Colombia, Paraguay and Peru, actively participated in the "Blue Zone" and in civil society spaces, working in close communion with CELAM and the Holy See. During the summit, fundamental political axes were prioritized such as:

• Loss and Damage: Demanding the equitable operationalization of the corresponding fund.
• Climate Financing: Based on historical justice and the recognition of ecological debt.
• Adaptation: Promoting participatory processes that respond to realities territorial.

Results and pending challenges

Despite the institutional strengthening and visibility achieved, the report expresses a critical look at the global results of the conference, with a focus on the participation of Cáritas, which evidenced various obstacles: the technical complexity and the accelerated pace of the negotiations; the operational overload derived from the articulation of multiple agendas; and financial limitations, which condition the breadth and diversity of regional representation.

Cáritas points out that COP30 failed to fully become the "COP of implementation", warning of an ethical gap between international negotiations and the emergencies of territories that suffer natural degradation and forced displacement. However, with an eye on the next Conferences of the Parties, it will be key to strengthen preparation and coordination to participate more effectively in these spaces.

Therefore, this implies deepening technical training to understand and contribute to specialized debates; sharpen the capacity for political reading in increasingly complex multilateral scenarios; improve advance planning and internal mechanisms of institutional cohesion between National Caritas and Episcopal Conferences; and expand alliances with the Holy See, other ecclesial organizations, faith groups and civil society actors.
